Solar pannels in hot places would reduce the number of power stations they would need in those countries so reducing the carbon emissions as they would where ever in the world they were used.
Solar pannels can also help countries such as in Africa to have access to electricity because the cost is only to buy and install the solar pannel. I know this can be expensive but as part of charity work in addition to providing clean water supplies to a village they could install a small number of solar pannels to provide electricity to the village to allow them to access some of the basics we have (eg boiling water in a kettle).
The Arctic is warming twice as fast as the rest of the world and could have 'ice-free' summers as early as 2013! This year the Northwest Passage will be navigational for the first time!
